Referring to p. 15 of the manual, whhat do those little numbers on the French counters mean?

If you mean a regular, non-hidden, counter, then, yes, quality.

The manual is the biggest problem in the game.

I think the problem with many game manuals is that they are written by individuals who have too much knowledge about the game. Now that may appear as a contradiction, but what happens is that, as the person writes the manual, too many rule ideas are embedded in the writers sub-conscious as "givens" or easily assumed, when in fact, to new players, these vaporous ideas cannot easily be divined. So, many rule points are bypassed as the writers mentally fills in the blanks, due to having intimate knowledge of the game, leaving newcomers stranded. Even beta testers, who play the game hours upon hours will sub-consciously fill in these rule gaps because they are too involved with the process.

The only way that I think manuals can be produced efficiently, is that when the game is nearing completion, one or two new beta testers are recruited, for the sole purpose of learning the game via the rule book. The questions and information that they would provide would be similiar to what we see in the post release forum, resulting in a better edited manual when the game goes gold....

Perhaps Matrix should establish a standard format (including minimum content detail) for the manuals of games it publishes?
