I think this has been up for discussion several years ago. It is an insanely obsolete text describing a game not based on EiA I guess.
24 hours in a day, 24 beers in a case. Coincidence? I think not.

This was abandoned when Matrix got the rights to publish EiANW. It was felt (And I agreed) that EiA was intended for I-GO-U-GO format. Turn ordering and special abilities (France changing her land move order OR GBR changing her naval move order) would be nullified by simultaneous movement execution.
 
Simultaneous movement would have played havoc with game balance.

Technically, while turns are taken, all movement occurs over the same time period (the month), so everything does happen at the same time...just over the course of 30 days.
