RHS newbie questions

Forgive my ignorance, but I am going to defer to people who know more than I.

1) Where do I find the files needed to play RHS? Is there a guide, or list of which files I need? Which version do I use, i.e. 5, 6, or 7?

2) What is the best Scenario to play as Allies Vs. Jap AI?

There will be three links on that page. The first place you should go is 'Handbook'. Section 1.4 will guide you through the installation process. Come back here if you need more help.
