Newbie questions - two quick ones

If a HQ falls that has air fleets in it ... do these airfleets ever rebuild??

I believe that land units do rebiuild after a surrender or shatter....correct ???

Yes they come back, with the execption of the loss of particular nationalities HQ's; For Example if the Finnish HQ is destroyed, then the Finnish Airforce is lost untill the Finnish HQ is Re-built.
For the Soviets, Lose RGVK, and no more air units will arrive, untill RGVK is replaced. For the German's it's OKH, for the Rumanian's it's the 4th Rumanian Army.
