If Paris is captured can France still get reinforcement corps?

The word is that purchased reinforcement corps appear in the capital but what if it is enemy controlled?

look around and see if there is another city that is now the capital.. that is a suggestion as I do not know the annswer.. perhaps I should be quite[X(]

Reinforcements in the pipeline can arrive at different cities.  Pre-scheduled reinforcements will try to arrive at the city they were assigned first.  if not available due to loss of it or stacking it will try to arrive at the capital.  If that is unavailable it will come in at a different city if there is one.
