Strategic moves?

Are you allowed to use the rails of different nations to Strategic move? I don't seem to be able to rail British reinforcements in either Italy or France even though I am not using any of their rail capacity for their own troops.

Yes, as long as they have rail capacity, you should be able to use their rail systems.

IIRC all strategic moves originating in a country use that country's strategic capacity - so British units strat moving from France to Italy will use French strat capacity.  those moving from Italy to France will use Italian strat capacity.
 
Strat moving from minors with no strat capacity will use the capacity of the units
