The game comes with Dynamic Campaigns and Linked Campaigns.

The Dynamic Campaigns cannot.

The Linked Campaigns could if you convert the scenarios files to individual play.

On the other hand, there is a gentlemen at The Blitz (www.theblitz.org) that runs a tournament that is essentially a linked campaign vs other humans. He is the "campaign master" and controls how the campaign flows.
