If I read it right the view is from the top of Cemetary Ridge right where the Union line hooks around to the right. As for the time it depicts Pickets Charge on July 3, 1863 (the 3rd day).

Madgamer's rule of thumb when dealing with game companies "nothing you could do to get there attention would EVER be suttle" :-)
I think many years ago there was a thought to having a big wargame convention there but I never found out if they did. I would go to a game convention there if they ever had one if I could find someone to help pay the expences and driving.
