Scrub players on CPU Rosters

I'm into year #3 of a fictional league. I examined the CPU teams (11 other teams) and noticed that each of their A-ball teams have several scrub players. In my 1-10 rating system, these guys are rated 1/1/1/1/1 across the board.

The CPU teams all have tons of cash to spend. None of them have spent more than 80% of their maximum (that's including contract obligations to released players). Some teams are in the 60-70% range.

In the meantime, there is very little other talent in the CPU Minor league systems at the A level. So why would the CPU waste a slot on a scrub instead of putting another prospect in the system? I found some solid prospects on the free agent list, so its not because nothing is available. I'm afraid that as the years go by, the CPU teams are going to fail to develop any new talent, and the competition will quickly erode.

I see the same thing in real player Associations with finnances turned off. The AI seems to think it can't afford real players.

Or the AI sends out offers to decent players and scrubs at the same and the scrubs accept first filling up the roster.
