PSPN Hot Pitching Prospects

I'm running a fictional league (16 teams, 2 leagues, 2 divisions per league) with 60-player rosters using beta 1.67. My team has a 22-year old pitcher in AAA with a 4-0 record, 1.88 ERA, and 42 strikeouts in 38.1 innings. Why does he not appear on this list of Hot Pitching Prospects?

Can you confirm the player was still in the minors at the time the PSPN article was created?

I've seen this too. Several of my leagues I've had great players in the minors and they never appeared on the PSPN prospect list. I assumed that there were more than just stats involved in the selection.
You can please some of the people all of the time, you can please all of the people some of the time, but you can't please all of the people all of the time.
