Does it matter which port I sortie from?

If I have a DN in Alexandria and want to put it on a patrol mission in the North Sea, is there any penalty? Same with transports.

No problem in assigning it to cruise the North Sea - but it will travel there across the relevant sea zones and may encounter enemy shipping. Less of a problem for the dreadnought than for transports.

The "penalty" would be that it spends less time actually in the North Sea and most of its time travelling.  Since naval movement is simultaneous the DN in question would not be in the North Sea until the third naval movement phase of the turn.
