In playing against the AI I’ve noticed that they seem to stay neutral no matter how many times they “very much appreciate overtures” from the Entente. The Dutch progress bar stays stubbornly stuck

No it is not - the Dutch will never join either side short of declaring war on them. IIRC Albania is the same....except no-one actually cares about them!!

Right, Albania and the Netherlands are truly neutral but you can declare war on them.

I think I once ordered a British artillery corp to bombard Rotterdam but they didn't and Holland also didn't declare war on England.
