How does one go about creating an "Iggy"?

On my browser (firefox) - there is a little green light at the bottom of a persons message next to the "buddy" button - if you click this button it puts that person on ignore. I have only ever found it necessary to use on one person on this forum

I don't know this guy, but after reading the first 10 posts of him, I thought I could use my time better rather than reading such shit and seeing endless numbers of smileys...
How old is this guy? 13? 15?
