Players Database isn't particularly compliant with 3.8 so its most likely an issue with the database itself rather than a game issue as such.
Which scenario were you trying to load and are you able to load other scenarios?
That might at least narrow down the exact issue.

I'd also recommend trying out 3.8 compliant databases and seeing which you prefer, there are increasing numbers available [:)]

As an alternative to Flankers suggestion;

Have you tried downloading and unzipping the 'megazip'-file which contains both the PlayersDB and all scenario's for it in one zip-file?

I've not come accross the error message you saw before but downloading the full file will ensure all components are installed in the right directory.

The file is at:
http://www.harpdb.com/h3/pdb/scen/Compl ... .7-ANW.zip

and then unzip it into your ANW Databases folder normally found at:
C:\Matrix Games\Harpoon 3 Advanced Naval Warfare\Databases

Hope this helps.

thanks for the help, I was able to trace out which resource files had duplicate entries and I deleted the oldest one, and now it works like it should
