Belgian and Serbian surrender?

since Frank's working on some fixes....I'd like to put in my $0.02 for a change to the minor nation surrender mechanisms - specifically that they should not lose all their forces....nor indeed "surrender" as they do at the moment (but that's secondary - the main thing should be they dont' lose their armies)

Belgium retained a miniscule corner of territory, as did the Romanians, but I don't see that they would ahve all packed up and gone home had they lost those small areas.

Certainly the Serbs did not - they lost their entire country, but still fielded 6 divisions for the whole of the rest of the war - they can't do anythign even remotely resembling this at the moment - the second they lose their last hex all their forces are removed never to return.

Edit - thinking about it some more, I'd have it happen like this depending on the status of the major powers (perhaps for patch 3...??).

Serbia and Belgium don't surrender as long as France or the UK are still in hte game
Romania - as long as Russia is still there
Bulgaria - as long as Austria-Hungary (or Turkey??) are still going.
