Would it be wiser to use the british and dutch subs against shippiing and use the American subs for supply and withdrawal runs in the beginning of the war ....since the US subs have sucky (i'm using a kind term here) torpedoes?

That is certainly one option. The USN S class subs are pretty good at anti-shipping also. the fleet subs do have a lot more cargo space than any of the others. You can also use some of the fleet subs for mine laying missions.

While I do use some of the US fleet boats for rescuing isolated garrisons, I still prefer to use them in offensive missions. They may not be highly likely to sink a ship, but they do have a shot at it and their presence will make the IJN more careful.
