RHS PWHEX for 6.771 and later

This is a complimentary file set for the 6.771 and later versions of Level 6 scenarios.

It is an extensive rework - partly because I don't want to do it again - and partly because I discovered that there has been a certain amount of "coastal creep" in art as we went over to soft toned art.

Its reason for existence was that two locations had to move - as in Level 7 - at the tip of Sumatra and Kendari on Celebes. But it turns out that Exmouth in NW Australia also had to be moved in Level 6. [Level 5 is unknown - I need to install its art to be sure either way].

However, the majority of the work was in correcting coastal hexes, or making them work better in some technical sense, or correcting mismatched hex sides (which, with 22000 fields, there area always some of).

If we are where I think we are - this will at last be the final version of Level 6 pwhex files. There will, however, be one further release of Level 6 files - because of the Exmouth problem. It will be 6.78 - and it will be comprehensive. Seems someone discovered the J7W1 has the wrong number of engines (in CHS) - causing me to check: sure enough, by inheritance RHS has this the same way. Now there is some thinking this was deliberate in CHS - but it is not the RHS way - and increasing the cost of the aircraft outside the WITP system is not a compromise we wish to make. I independently fount two RTAF air units with the wrong aircraft upgrade. I found an Aussie HQ was (as reported) in the wrong location in Levels 5 and 6 (but still reporting in the editor as at Brisbane). And there is some question about certain aircraft ROCs to investigate. So after finishing the pwhex file sets (5 is next) I will release x.78 scenario sets as a comprehensive update. Anything reported in the next couple of days will be folded in - and we once again will attempt to freeze at that point.
