Headquarter units

Pretty much a beginner at WPO and I am rather confused as to the role in the game of the different HQ units. Are some more suitable for controlling combat units as one would expect or does the game not take this into account? Also does nationality play a factor?

Check out WITP "Must Read thread" tm.asp?m=1274014. It has good links on explaining role of HQs (such as tm.asp?m=1493106)

HQs in WPO work exactly the same.
