Is it true that the Japanese bases in central China have to be supplied by boat in RHS?

Yes and no.

De facto, at the start of the game, the bases of the Wuhan complex (there are three cities at Wuhan - separated by rivers - all with different names) are not connected by a good rail line to anything Japanese. But one of these cities is a major OCEAN port. So - in that sense - at the start - absolutely.

But IF you clear the rail lines -

AND IF you move sufficient HQ to these locations

they should supply by rail.
