Recon campaign track not working in Libya

I drew 3 cards from the start as I should. After succeeding at my first mission, I gained enough Recon to go up to a 4 box. On the Homebound trip my event was "Draw one extra card on next mission".

I got 4 cards on the draw (instead of the 5 from moving up to 4 on the track and +1 from the event). After the next mission, I'm still on the #4 recon track but I only get 3 cards on the draw.

I think the +1 card event interfered with my track going up and didn't give me that extra one from record track for the rest of the campaign even though the track itself was still showing it as 4.
