error code 999

After saving the game last night, I went to launch it off the desk top icon and get an error and the system locked up. If I go into the folder and launch the game I get a 999 error.

The desk top icon will also not let me open it to check the properties. Before I uninstall everything and reinstall it along with the mods, any ideas on how to maybe fix this.
