Yep ditto. Got this before the patch though. Turn 18 on Korea just like you. Just didnt report it :)

I was doing really well and didnt actually try clicking the blank one. Clicked the other card and game played fine to completion.

Just that it assumes there will always be at least two targets to choose from. Easily fixed enough.

This bug has now been fixed in the code itself.
