PBEM Flaw?

Commander – Europe at War Gold is the first in a series of high level turn based strategy games. The first game spans WW2, allowing players to control the axis or allied forces through the entire war in the European Theatre.

PBEM Flaw?

Whilst playing by email I notice that you can keep reloading the emailed game turn
as many times as you like. The obvious consequence of this feature is that you just keep reloading
the game until you score optimal battle results. This drastically alters the game play as:
1. A significant amount of randomness will be lost.
2. Tactics based upon a reasonable calculation of the battle odds will become redundant,
so little point in having unit attack, defense abilities etc.
3. This does not happen when playing the AI or any other games.
4. There is a danger that PBEM results / ladders will depend more on how many times you 'reroll' than on skill.

I cant really think of any advantages to this feature.
Could there not be an option to stop the repeated reloading of the same emailed game turn?
In the event of emergencies the opponent can just re-email it.

I thought it was illegal/cheating to "reroll" your turns - I would not play someone who did that!
