HQ Refits

I am having trouble buying new refits for my HQ's. How do you do that? I usually run out of offensives by early 1915 [:@].

This, to me, is the toughest decision in the game.  When to refit?  Just to take a city requires an HQ point or to get through a rough/mountain hex-  when attacking Russia...
 
You will have to pause for a while in order to deliver any knockout blow.

Yep - HQ refits are very expensive, and yet you can't win without them....decisions decisions....

The Russians had a very poor war economy. Often sending troops into battle without rifles in 1915. It should be tough to launch offensives in such conditions. You have got to take the preassure of the Russians with the rest of the TE and work as a team
