Thats right, the AI has only non-combat code for its ships. It can build and send cargo ships, but it will not defend them or launch any offensive naval moves. sorry there. You best play the AI on land.

I've seen the AI attack me with fleets and escort its cargo ships with cruisers and destroyers, so I don't think this applies to AT.

There's definitely naval AI.

the AI in AT is better then in PT, but coding an AI for a flexible engine as AT still proved very difficult to do.
And yes there is a naval AI.
