Just a quick question, what does the color coding on the icons mean, supply level? I mean the red, green, yellow. I hope the picture posted.

Yes, that´s the supply level. Red and yellow indicates the unit doesn´t get the supply it asked for.
It seems you have different HQ´s which doesn´t get enough supply to feed their units.
The fat tanks and plane masses need a lot of supply !
 
Check their "requested" and "in" value for supply in the unit detail window.
