Allocating supply above 100%

Hi,

In the manual I read that I'm to set supply to 150% for max readyness boost, but when playing the Russia1941 scenario get max 100% and then it cycles - what am I doing wrong/missing?

that should have been explained better in the manual i guess.
 
the manual meant a subformation requests maximum 150% of its "basic supply need" stat.
 
this request is then possibly modified by the 0-100% setting you can set (cycle through)
