1.You can change the production of other netural empires in towns/cities in shaded areas before you control them.

Are you sure that you havn't bought them already?
The fog of war doesn't update till the next turn, but if you've just bought a nation then you can see the units and alter production even though its still greyed out.
maybe thats whats happening??

Check the dotted red line. This shows your territory border and updates instantly as you move units on the map. Has the town/city in question just been brought into your territory by a unit moving into an adjacent hex? As Snoman said, FOW won't update until next turn, but the territory indicator does.
