Hex control bug ?

Playing as CP , v 1.2 b6 , while attacking Serbia and taking Belgrade and Nish, I noticed all hexes in the country became CP controlled, all the way south to Skopje and west to Scutari. I didn't need to activate any leaders until I got to the cities.
Also, the same thing in Egypt. All hexes except Alexandria were CP controlled (including Cairo), though I had to actually move into it before the message "Cairo controlled by CP " came up. Again I didnt have to activate any leaders until I got to Alexandria.
I've played this new patch a few games and this has never happened before, just in my current game. I don't know what I did differently.
Anyone have this happen to them ?
