German access to the Baltic problems

Is anyone else having problems getting German ships into the Baltic in the mid-game (1916)?

I've had a couple of strat turns where no ships have sailed to the baltic at all, despite orders to do so.......both transports and warships.....it's a very effective blockade of germany!! :/
