Custom Regimes not showing up?

Hi, I've created a modified masterfile with custom regime names, counter colors, and research defaults. But when I create a random scenario, link it to the modified masterfile, none of the custom regime details show up. What am I doing wrong? I've looked in the tutorial links but don't see this issue addressed...

i'll try to do a tutorial on alternate random game capable masterfiles hopefully tommorow or monday.
