Governor Diplomacy Bonus

In my beta game, I should be receiving +30% British diplomacy (2 governors support). I currently have '0' support with Britain. The +30% for the governors is not being added (no matter if I spend funds or not).
Russia in "Going Again II"
France in "Quest for Glory"
Prussia in "Invitational"

I can't tell if this is a bug, but do know that Eric might want the save files, so please hold on to those in case he does. Thanks for the report.

The percentages are applied in the check to see whether attitude changes, though they aren't shown in the percent that varies according to spending.  I suppose we could show their effects in the display, assuming that wouldn't confuse people too much.  Here's the relevant code:

Haven't thought of this before but do governor's support stack?&nbsp; So as he says two governors increase your chance by 30%?&nbsp; Or are there perhaps two separate chances at 15%?
