Unable to do naval combat

Doing a WWII Europe human only game; toatlly unable to any type of naval combat. Up to 1942; ships in next hex and no icon for any type of naval battle; HELP

Hmmmm... can you post a screen capture? Might help to diagnose the trouble....

1. did you click the hex the enemy unit is in? if you click it battle options should always show up.
 
2. are you at war with the regime the enemy fleet belongs too?
