please somebody could please help to understand (I'm not english speaking)

from manual:

Units
Staf – Staff Points in % expressed as a % of needed staff points.

Does it mean that a unit with 100% no need further staff in the HQ ?
HqPw – Headquarters Power over a unit (determines staff influence).

again, with 100% units is fully influenced ?

I'm not certain, but I believe once you have 100% for the HQ unit, you are fully staffed, but this could change (and will change VERY quickly - from production coming in to combat losses, transfers of unit in or out.). I prefer a little extra, but it's a balancing act.

As far as line units recieving staff power, I believe that 100% is fully influenced. (I've set-up tests that show HQ hass 999% capacity, but the subordiante units never didn't show anything greater than 100% for HQpwr.

HqPwr drops off the farther the unit is away from it's HQ. Something like 100% for up to 2 hexes, 80% for third hex, 60% for fourth etc.
Life is not a journey to the grave with the intention of arriving safely in a pretty & well preserved body,
but rather to skid in broadside, totally worn out & proclaiming "WOW, what a ride!"

Yes, the Staff percentage is how over or under staffed the HQ is to handle its responsibility. It is best to oversupply your HQ with staff from the start so that they all gain experience together. Boosting the numbers later gives them a hit on experience. I usually try and have this number around 150% to cater for extra responsibility later (new units etc)

The HqPw percentage is how much of the staff bonus is transferred to the troops and is based on proximity.

I hadn't noticed that before. I checked my current game and after 3 hexes the % began to drop and with it my HQ's combat and moral mod.
Keep them fronline HQ's close to front boys.

Nah, I don't worry about that, so see no difference and I love when the AI has those up front HQ's I gobble them up like honey.
Favoritism is alive and well here.
