What is this component that cannot be loaded on AK or AP? Is is part of some Allied ENG units.

It is an early - and large - air search radar. It is mounted on a semi-trailer - and it connects to a plotting center not aboard the unit.

Why can it not be loaded onto a ship? It is not given the static code of load cost = 9999.

It is, however, big and heavy. By itself it consumes 2000 tons of shipping. It may be a problem if there is not enough allocated tonnage.
