jjdenver and I are playing this scenario and it's Jan. 1941. Last turn I declared war on the Balkins. This turn I get a message that the Axis Minors have joined up. When I selected teh HQ in Rumania, it showed as shown below, ie Balkin Allies and was attached to the British Supreme HQ!?! I was able to move all the units and set the HQ subordinate to the OKW but thought you'd like to know.

Yes, that´s a old problem i reported long time ago.
Like other places regimes become active with 0 production (Athens, Belgrade).
You lose one turn of production here always. Same for Bucharest in your case.
 
Bucharest should be attached to OKW since they normally join Germany and not the West.
