Historical OB?

Some of the WiF Old Guard Veterans have informed me that the FE is the augmented version as opposed to the historical 1939 OB. They stated the Italian Navy surface ship values, Russian pre 1942 armor values, French and Chinese unit values and OB have all been increased for game balance and that US production was slightly decreased too. Is this all true and if so is there a historical 1939 Global Campaign scenario out there in the house rules territory?

This you should ask to Harry Rowland who is the designer of WiF.
But I do not believe that this is true, at least not as you describe it.
Harry Rowland has made his homework, and the big picture as he says, is really there.
