Amphibious landing

I have a question: is it possible to make amphibiuos landings on enemy territory? Untill now I've played only as CP and I am doing some experiments, last time I tried to control the Baltic and embark some units in Wihelmshaven to land them in Russia (Pietrograd and Riga but I was allowed to land them only to Stettin or Danzig. Thanks

Movement from Wilhelmshaven into the Baltic is a "special" rule.  You have to rebase to a Baltic port and then set up your amphib operation from there.

Yes, but you can invade only enemy ports and only with one corps.  If you take the port you can amphib more corps into it.

Also you can only amphibious at a port that is not a major naval base - IIRC only st Peterburg is a port, so there are no Russians cities that you can invade as long as the russian cruiser and pre-dreadnought are based there?
