Problems with supply in RHS

Sid, I know you did a humongous amount of research on land supply. Why do internal cities like Charters towers run out of supply, and how can we keep them supplied?
Apparently just placing engineer units there does not seem to help?

Since I have never looked at Charter Towers, I don't know. But the answer is in the code: CT is connected by SECONDARY RR = road - not by RR. So that is the issue. I will investigate for the next release. I can fix it.
