Is having air search or surface search radar turn on effectively the same when it comes to your ESM footprint?

From my observations, air search rader can be detected from further away, because it reaches so much further than surface search rader. As for whether, all else (ranges etc) being equal, either is easier to detect - I have not noticed anything to that effect. Nor did I ever notice units with both radats on being easier to detect than units with only one kind of radar on.
