Pacific 41 scenario bug I think (for Tom Weber)

Hi,

I assume this will be for Tom since he wrote this scenario. When I disband units I don't seem to be receiving PP's for them. I've noticed this in China and also w/ the McArthur unit.

It is correct ... building new cost zero too ...
