I notice that many of my combat actions are being contolled by higher authority than the army involved in the combat. For instance, Leeb commands Army Group North and Hoepner commands 4th Pz Army. 4th Pz Army's corps are the only ones in the attack. 4th pz Army HQ is no more than 5-6 hexes from the scene of combat, yet Leeb is said to be 'making' the attack.
I also notice that Stalin is managing many of the combats for the other side though my opponent has Zhukov nearby it says that Stalin defends in some cases.
Is there any way to manage/control this?

No, it is built into the engine. The only "fix" is to be lucky and have Stalin give up his leadership position, or for either side a lucky bombing hit can kill the leader, maybe including Hitler??? I know for Hitler and the West/Italian fronts, the odds of him being used for the event check each turn is something like 30%, although there is no message on this check, unlike combat.
