Section 7.2.2 . . . To convert these factors, double-click the “Current Reinforcement” yellow text header in the Nation Statistics box BEFORE they are placed.

SO if you are France and have a ton of extra money and not a lot of manpower you can build Artillery and convert it to Infantry!!

Converting Artillery into infantry, is that a bug or is that intended to be an option in the game?

You can covert cav, guard and I believe artillery to Infantry. No bug at all. Anyone that wants to spend that much and wait that long for Infantry is so far ahead they do not need them anyway.

Well....a Sept. build would arrive in Mar. and it IS tempting to kick out 35I from France's home provinces, now if you can just save up the $245, maybe a loan from the Brits if we promise to restore their American colonies to them [:D]

Countries with money to burn might make Guard purchases in anticipation of commiting the guard during an imminent campaign.  Whenever you commit the guard, there's a chance you'll lose from 0-2 guard factors.  I sometimes buy a factor or two to arrive as potential replacements.  If I manage not to lose any, converting them to infantry is better than losing them.

Important note...only France and Russia can commit the guard two levels. Spain and GB can't commit at all and Turkey well....they have no guard. SO that leaves Prussia and Austria that can commit one level.
