Portugal/Spanish bug
I note that that the AI setup Portugal as 1I garrison in Lisbon along with all fleets and the corps in Elvas, i am now playing England and did the same, this seems to be the reason why Spain never attacks Portugal and you get a nice free Portugal, so clearly a AI bug
