Getting to Game Admin menu

OK, since it doesn't appear that I'm going to get an answer in the main thread I'll ask it here. Assume I've set the game up properly as a pbem host. What set of clicks and keystrokes should get me from game start up to the Game Admin menu described on page 22 of manual? Is it only available during the initial setup or should it be available to the host throughout the course of the game?
