Having "Set All Facilities to Expand at Start" set to "On" is a poor idea for both sides. Both of you will waste a lot of supplies, particularly since what the AI thinks is a "good" expansion isn't necessarily what you will consider a good expansion. It's much better to have that option set to "Off" and then both of you can order the bases that you want to expand how you want.

BTW - with the "Historical First Turn" set to "On" you won't get combat animations or the Combat report on the first turn. You, as the Japanese player, will have to turn it on from within the Game during your second turn.
