I managed to create the Confederation of the Rhine, but the game log showed I only got +1 PP for it, instead of the +2 it says in the manual.

I managed to create the Confederation of the Rhine, but the game log showed I only got +1 PP for it, instead of the +2 it says in the manual.

It should be [+2]. It might be that the program gave [+2] (on the Political Status Display) but reported it wrong in the Status Panel. Can you go back to that Economic Phase (load the “autosave Economic.sav” file) and create the CoR again, but this time; observe the Political Status Display before and after you do?

I can't roll back the game to that point but I recall checking at the time and I'm fairly sure it was a +1 bonus, not a +2.
