Loaning fleets

Hi,

I was wondering why it is not possible to loan a fleet as we can loan corps? In Trafalgar, the Spanish fleet was under French admiral Villeneuve's orders... so, it could help the French player if he could do the same to try and challenge the Royal Navy.
