Is the Napoleon scenario finished?

Just wondering since it's still in the not approved category.

I am tempted to start anyway. Just love this period (not enough budget for EiA now).

greetings, i am the designer, the scenario is only human multiplayer, computer opponents players keep building political points and ships and horses (transport), political points being a scenario without research and given the computer player/s do not buy troops with action cards, are useless, so i do adjust it to only human, can be easily changed from the editor, make disable of "not AI" options, under "settings" but i think that computer player/s will do not give a good opponent,
