Domestic Trading

I thought I saw this reported before; but after going thru all the threads couldn't find it: if previously posted, plz ignore:

incorrect domestic trade
I keep having the wrong amounts for trade during the economic phase; always less than what I am supposed to get:
EX:
Single player as Prussia
Med AI England
Prussia -allied with GB at peace with the world GB trading with me
conquered and Prussian ports:
Bremen 1 2
Hamburg 2 3
Holstein 0 1
Mecklenburg 0 1
S. Pomm 1 1
Stettin 1 2
Danzig 1 2
Konigsburg 0 1
total 6 13

Piracy losses 0
By my reckoning, I should get 13; but game is only giving me 9
Could the English AI be giving me the 25% deduction for it's setting of med AI? If so; is there anyway to eliminate that penalty but still giving the Computer AI it's bonus?
